Boot windows to command prompt
regedit
load hive
c:\windows\system32\config\SYSTEM
name hive OfflineSYSTEM
Drill down to 
HKEY_Local_Machine\System\CurrentControlSet\Control\CI\Policy
On the right pane, if SkuPolicyRequired exists change the value to 0.
Unload Hive
Close Regedit
Exit  (or try restart from command prompt if possible)
Shutdown
Powerup

Step 1: Disable Secure Boot
I suggest you to Disable Secure Boot and then Reboot the computer.
Step 2: Disable driver signature enforcement (number 7)

1.     Go to Settings
2.     Select Update & Security > Recovery
3.     Select Advanced Startup 
4.     Select Restart Now
5.     On the Choose an option screen, select Troubleshoot > Advanced options > Startup Settings (you may need to click 'See more recovery options') > Restart
6.     Select 7. Disable driver signature enforcement

Step 3: Change registry settings
Note:  Important this section, method, or task contains steps that tell you how to modify the registry. However, serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs.

Follow the steps to take backup of registry.  

1.     Press Windows logo key + R, to open Run dialog box.
2.     Type regedit and click on OK.
3.     Now, navigate to HKEY_Local_Machine\System\CurrentControlSet\Control\CI\Policy
4.     On the right pane, if SkuPolicyRequired exists change the value to 0.
5.     If WindowsLockdownTrialMode exists change the value to 0.  (not necessary)

Step 4: Enable Secure Boot (not necessary)
